Born in Nottingham, Morgan was employed by British Gas and Centrica before entering parliament. She served as a parish councillor and stood for Shropshire Council in May 2021, losing narrowly to the Conservatives. She stood for North Shropshire in the 2019 general election finishing third. Selected to fight the by-election following the resignation of Tory MP Owen Patterson for breaching lobbying rules, Morgan was elected with a majority of 5,925 on a swing of 34.2%. In July 2022 Helen Morgan was appointed Liberal Democrat spokesperson for Levelling up, Housing & Communities and Local Government.
